I have to agree with ekimmel on this one. RCT3 only is probably the best way to go. But if you do include the expansions, you would most likely have to include both of the current ones.

The only problem with RCT3 only contests is if you have one or both the expansion packs you cannot participate due to the game saving it as an espansion required file. Therefore, anyone not having the file cannot access the d/l submitions to judge it from the d/l. Of course they could judge it from pictures of the park. But would that be a fair accessment?
Frontier/Atari really screwed up the saved game thing. I have no idea what they were thinking with that. It's such an easy thing to program for as long you plan for it before the base game is released. They probably could have also fixed it with Wild and the latest updates. But I suspect they didn't. Sadly.
I guess the best you can do with the contests is to have people judge them based on screenshots. Not ideal but I don't see any other easy way of doing it.

The really weird thing is, that if you have an expansion or both you can actually make scenarios that can be opened by someone that doesn't. But, after you run and save it, it needs the expansion(s). Bad programming.
