Actually, an installer / uninstaller could pretty much do the function of placement and re-replacement of the files that the user would usually need to put there. That is, if certain users who edit this file are willing to go to the lengths to make an installer for such a purpose.

A basic uninstaller would just delete the g1.dat plus there are some people who wouldn't use the same directory and wouldn't change it so it wouldn't work for them and would take that time to move it if they forgot to edit it in the installer.

The process of sharing a G1.dat file will need some explaining, no matter who's doing it. And for someone who's interested to do this, they'll need to understand the process. Part of that process is to do a backup of their existing g1.dat. Or just rename the original g1.dat.original and save the new g1.dat in it's place. What's so hard about that?

I don't see it as a pain, anymore than it's a pain to manually copy custom ride .dats in order to open a park that uses them.

We've all had to do that, and we accept it as a part of the process of using custom rides.

What's the big deal?

It isn't a pain in itself but to do that for every single park. With rides you just drag and drop or extract it there which is much quicker. It is kind of like installing a different operating system to view a different file as to rides being like installing a piece of software that will always be viewed the same and doesn't change.

Its really not that big of a deal, keep that folder up with the new g1.dat file in it. In that same folder, have another folder called backup with a copy of the original. Then play the game. Once done with the game, folder is still up, delete the g1.dat and open the back up folder, copy paste.

I mean, hell even if it was for multiple parks, it would take less than 30 seconds to do and its not like every person is going to mod their g1.dat file.
